Why HP Has the Lowest Tariffs in India
Himachal Pradesh runs on hydropower from the Beas, Sutlej, and Ravi rivers. The state receives royalty electricity from central projects, keeping power purchase costs low. This is why the base slab (0–60 units) is just ₹1.50/unit — compared to ₹5.25/unit in Bihar for the same consumption level.

HPSEBL uses a progressive slab system — the more units you consume, the costlier each additional unit becomes. Your bill has 3 components:
Energy Charge (Slab System)
First 60 units at ₹1.50 (India's cheapest base slab), then 61–125 at ₹3.35, 126–250 at ₹4.25, above 250 at ₹5.40. Units are split across slabs progressively.
Fixed Charge
₹60/month for domestic consumers — among India's lowest. This covers metering and infrastructure costs — charged regardless of usage.
Electricity Duty
A state tax applied on (Energy Charge + Fixed Charge). This goes to the Himachal Pradesh government.
